Yes, adding tea leaves before the milk will make it stronger because it will give the tea leaves more time to steep.  Basically, the longer the tea leaves stay in the tea, the stronger it will get.  To get really strong tea, instead of switching off the flame once it comes to a boil, you can continue boiling the whole mixture for a minute or so and then switch it off.]]></description>
